Aiming to provide Member States with flexibility and cost-effectiveness in their effort to achieve both EU and National binding RES targets, Directive 2009/28/EC set the legal framework for the use of cooperation mechanisms among MS. However, several heterogeneous hurdles prevented an extensive use of those mechanisms. This report identifies, classifies and assesses potential factors that have affected the use of cooperation mechanisms in the past, setting the ground for understanding future energy cooperation’s determinants.
